Department of Veterans' Affairs (DVA)
The Australian Government-funded Veterans’ Home Care (VHC) Program recognises the service and sacrifice of Australia’s veterans and their families. It provides practical, low-level in-home support to eligible veterans, war widows and widowers and their partners, helping you remain independent, safe and comfortable in your own home.
Veterans’ Home Care is designed to support everyday living and wellbeing so you can continue living life on your terms. A small client contribution may apply, depending on the services received.

Through the DVA Veterans Home Care Package, we can assist with:

- Minor home and garden maintenance
Services are tailored to your assessed needs and delivered by trained support staff in line with your approved care plan.
Supporting Carers
Carers may also be eligible for support, including respite services, under the Veterans Home Care Program, recognising the vital role they play within the veteran and defence community.
Carer eligibility is linked to the eligibility of the entitled person they support.
Did you know?

Applying for Veterans Home Care
To apply for an assessment under the Veterans Home Care Program, you must hold one of the following Department of Veterans’ Affairs (DVA) Health Cards:
- Gold Card – All conditions (Australia-wide)
- White Card – Specific conditions or Non-Liability Health Care
Eligibility also requires that you are living at home and have difficulty performing everyday activities without assistance.
Services are approved and allocated by the Veterans Home Care Assessment Agency and delivered by approved providers.
Assessment Process
If you’re eligible, an assessment will be completed by a VHC Assessment Agency.
- Assessments can be conducted over the phone or in your home, depending on what best suits your needs
- The assessor will discuss your circumstances to identify what services may be required
- If support is approved, services will be arranged to support you through an approved service provider.

Who can access Veterans’ Home Care?
Eligible veterans, war widows and widowers, and their partners who hold a DVA Gold Card or a DVA White Card (specific conditions and/or Non Liability Health Care), live at home, and need help with everyday tasks.
What services are available?
Low level support such as domestic assistance, personal care, and in home respite, based on assessed need and DVA approval.
What is the difference between Veterans’ Home Care and DVA Community Nursing?
Veterans’ Home Care provides low level, practical support for everyday living. DVA Community Nursing provides clinically required nursing and personal care, such as wound care, medication management, and ongoing or complex health support. Some veterans may receive services from both programs, provided services are not duplicated.
Is there a cost?
Some services may require a small client contribution. This will be explained during the assessment process.
What is Non-Liability Health Care?
It allows eligible veterans to access DVA funded treatment for certain conditions, most commonly mental health, without needing to prove the condition is service related.
Can carers receive support?
Yes. Carers may be eligible for support, including respite, where this helps them continue caring for the entitled person.
